Xiaohe Sub-district
Set up in 1954 and located in the mid-west of Gongshu, Xiaohe sub-district lies on both sides of the Grand Canal and is the hub of three means of transportation and a joint of three rivers. Thus It is regarded as the live oriental cultural station. Xiaohe sub-district has a total area of 6.38 square kilometers, consisting of 9 communities, including, Changzhengqiao, Mingzhenggong, Dongjiaxincun and so on. The population of the place is 70,000. It is home to Xiaohezhijie Historic Preservation Street, Wanton Center and Yuanyang Business Zone in the Canal Fortune Town, Provincial Port and Shipping Administration, Provincial Armed Police Fire Hospital, Silk Union 166 Cultural and Creative Industry Area, presenting a scenery that reflects both history and reality.
In recent years, Xiaohe sub-district has actively pushed forward the building of “Beautiful Xiaohe” in accordance with the call from sub-district Party Working Committee and the Government. Great honors have been received, including: Model sub-district of Learning-orientation; The Healthiest Sub-district of Zhejiang Province, Model sub-district of civilization in Hangzhou City, Superior Construction Unit of Courtyard Improvement Project of Hangzhou City, Ecological Street of Hangzhou City and so on. The Community Governance Triple Model was picked up as one of the Top-30 China's Grassroots Government Innovation Award in 2015. The “Xiaohe Lianyi”public opinions studio’s five platforms were inspected and thought highly of during the National Public Opinions Working Conference of Publicity Department of the CPC Central Committee. Founded in Xiaohe sub-district, the psychological service pilot has received over 30 visits from Committee of Political and Legislative Affairs, National Law Society and so on this year. It has signed the elevator maintenance insurance contract, the first in China. Besides, the preservation construction of Xiaohezhijie has won the China Habitat Environment Model Award; and the move of “Party branch built on self-management organization” has won Organizational Work Comprehensive Innovation Award of Hangzhou. Xiaohe sub-district was selected as The Top- 10 Happiest Sub-district in Zhejiang Province and the Role Model Peace Unit of Hangzhou.
In 2018, aiming to build “Famous sub-district along the Canal” and the “Role Model Development and Construction Zone in the Northern City” and to implement the “Six Initiatives”, the sub-district has strove to accomplish the 10 Improvement-oriented Projects for a better and more beautiful Xihe sub-district.
The total fiscal revenue of the sub-district in 2018 has been 573.4 million yuan, and the local fiscal revenue 270.78 million yuan; the fixed assets investment has increased by 498.9%, which ranked in the forefront of the whole district; the total building tax revenue risen by 88.4%, fulfilling 214.6% of the annual plan; the regular building tax revenue has risen by 104.6%, fulfilling 195.2% of the annual plan. In 2018, businessmen of Zhejiang Province has invested 1,253,283,200 yuan, fulfilling 187.06% of the total plan. The transformation and upgrading of the industry platform. Through the thorough development of Yuanyang and Wantong in the Canal Fortune Town, some achievements have been made, which are: the Yuanyang Building B was sold out; a 2,000 square meters bookstore, the first large-scale humanities comprehensive bookstore in Yangtze River Delta region, has started trial operation; Kempinski Hotel, the first super five-star hotel in Gongshu District, is almost completed; the improvement of Silk Union 166 Cultural and Creative Industry Park, redevelopment of Xiohezhijiethe and the second phase investment promotional campaign for cultural and creative industry have been accomplished; three national high-tech enterprises and four public innovation space at district-level have been incubated; the “Xiaoheyi, Xu Space” enterprise service platform has been officially launched; the “Service + Chance” Xiaoheyi development forum and 5-university joint forum with 25 economic experts from domestic universities on International Trade Theory and Practical Problems were held successfully in the Xu Space. The five universities are Zhejiang University, Fudan University, Zhejiang University of Finance and Economics, Nanjing University, Wuhan University. The function and quality of the environment has been steadily improved: the land acquisition and demolition of 28 households in No. 40 building of Tanghe South Village for Xiangji Temple Road West Extension project was fulfilled by overcoming great difficulties; the rectification of Xiaohejiayuan residential area’s basement, which includes 46 buildings and 27,000 square meters, was accomplished in 16 days; the old buildings in Changzhengqiao Community were transformed into model ones; the demolishing of 16,000 square meters of illegally-built buildings in Tanghexin Village and Jixing Apartment was fulfilled ahead of schedule of the year’s objective. Pre-acceptance inspection of Jixing Apartment and Dujing Apartment as Zero Direct Disposal community has been taken in order to make Xiaohe sub-district the “Zero Direct Disposal Sub-district” in the province. As the pilot trial, Xihe sub-district not only has cooperated with CETHIK Group Corporation and introduced the world's leading AI behavior recognition technology, but also has integrated with the guidance of big data analysis for offline street autonomy to explore the first urban governance model “Cloud Governance from the City Center” in the city and to realize the refined and routinized state of urban governance. This model is praised by the secretary of Municipal Party Committee and has become the first AI and urban management project jointly worked by the government and CETHIK Group Corporation. It has been promoted in whole Hangzhou as the pioneering experience at the Hangzhou City Brain (Comprehensive Edition) Conference and the Hangzhou Xueliang Project Conference.
The improvement in people’s livelihood. To overcome the difficulties in the maintenance of elevators, all 94 elevators in the Xiaohe Jiayuan Relocation Community has been insured with the "elevator maintenance" insurance. Such a move has brought the repair and maintenance of elevators, both old and new ones, into a new phase. Currently there are 182 elevators in total being insured in this sub-district, the largest number in the whole district. To provide a better life for the elderly, a largest and multi-functional Sunshine House and nine other nursery houses named Sunset Center have been built with an accommodation capacity of more than 10 thousand of old people. Meanwhile, Street Party Service Centers and Cultural Homeland Demonstration Sites have been established with the belief of ‘Building a better home’; the 28th Spring in Xiaohe Culture and Art festival has been held. All the endeavors have made residents feel more connected. Other practices have also contributed to the improvement of the livelihood: Mingzhen Palace Community has been reported by the Round-table of Hangzhou Television for its innovative mutual parking idea and the Daxu Community has approved as a City-wide International Demonstration Community; a grid management center and nine grid management service stations with 50 webbed grids have been to form the comprehensive information command room of the sub-district; Network Lending Petition Receptions have been created and Community Drug Rehabilitation Demonstration Sites at the provincial level has been created.
The vitality in Party building. The grass-root party building has been upgraded by strengthening the Street Party service center, setting up 2 Canal city stations and building Xiaoheyi party building demonstration circle. Besides, the professionalism model of tripartite collaborative governance led by the Party is continued to be explored. The grass-root Party organization system named “One Core, More branches” is created by establishing 44 units of Party building unions and adjusting and enriching 103 Party branches. The Xiaohelianyi Public Opinion Studio was taken by Publicity Department of the CPC Central Committee as pilot spot to provide public opinions, hitherto, more than 70 reports and 330 reports was accepted and publicized by publicity department at national and provincial levels. There are another 50 articles about the working experience of the sub-district have been reported by China Organization Personnel Newspaper, Legal Daily, Zhejiang Newspaper, Hangzhou Newspaper and so on. The innovative work pattern and unfailing determination to overcome difficulties have won recognition from municipal and district leaders for several times.
