Hemu Sub-district

Located in the northwest of Gongshu, Hemu sub-district connects Xiaohe sub-district to the west, Moganshan road to the west, Zhaojiabang river to the south, and Xiangfu sub-districIt to the north. It covers an area of 1.66 square kilometers, consisting of 200 residential buildings in 4 communities, namely, Handan,Huafeng, Huaqian and Zhaojiaqiao community. There are more than 12,000 households, including 17,000 permanent and 14,000 contemporary population. Moganshan Road, Hefei Road and Dengyun Road are the main roads in the sub-district, and buses such as No.15, No.76, No.155, No.129 and No.188 are available to get to the downtown and the West Lake. Hemu has abundant public service facilities: 3 primary and secondary schools, kindergartens, health service centers, shopping malls, Farmer's markets and Xitanghe Taiwan Food Street. The sub-district Office, named after the Hemu Village in the area, was founded in Sept. 1983 at No. 618 Moganshan Road. It is now regarded as a civilized street in Hangzhou. Revenues growth in adversity

Due to the promotion of the redevelopment of the urban villages, a great number of enterprises were shut down and relocated. Thus, under the tremendous pressure of the declining revenue income, the sub-district put emphasis on the optimization of service quality to the enterprises, and focus on the stability and cultivation of high-quality tax sources. In 2017, two companies, CR Power and Huarun Puxing were introduced into the sub-district. As a result, a total revenue was increased by 16.679 million yuan and the newly added local tax revenue 7,825,700 yuan, effectively curbed the sharp fall of the taxation. The revenue hit a record high in adversity as it rose by 23% year-on-year. The total revenue in a year exceeded 200 million yuan for the first time and the local general public budget revenue exceeded 100 million yuan for the first time.

Highlights of home-based care services

Based on the home-based care service, the sub-district has followed the standard of“Adapting to the Aged” and focused on the comprehensive improvement and transformation of the old community environment and family barrier-free construction. The “Sunshine Senior Citizens House” project was launched and a comprehensive aged care service block has been constructed to create a service circle where the elderly can walk from home to old-age service facilities within five minutes. Huafeng Community and Huaqian Community has actively working on barrier-free public facilities and family environment. At present, Huafeng Community has successfully established itself as one of the first batch of barrier-free communities in Zhejiang Province. Hangzhou All-day Chinese traditional medicine Clinic was established and operated. Huafeng Community took the lead in providing the “Integration of Diagnose, Medicine treatment and nursery care” service for 24 hours a day, which has realized comprehensive aged care service at the doorstep.

Significant improvement in urban ecological environment

Hemu sub-district has committed to the exploration and innovation of the methods for waste sorting in recent years. The first intelligent environmental protection ecological garbage room in the sub-district was successfully built and put into use in the Hemu Yard, which effectively solved the problem of garbage dumping and clearing. The Xitang River fishing area, the first inland fishing spot in the city built this year was reported by the mainstream media of the city and the district. Hemu is also the first to have completed the zero-straight emission job in the district.

Positive outcome in social governance exploration

Hemu has explored and established the “Hemu Red Alliance” to integrate the public service resources and connect party-masses close relationship by setting up the Canal Stop. Up to now, a total of 91 issues have been collected and solved in a timely manner, 65 times’ convenience services have been provided. It has solved the foal problems caused by the Huafeng land development and the dilapidated facilities in old residential areas. At the same time, a new "A hundred responses to a call" mechanism has been established. By focusing on the construction of community guards, co-operated by police station force, community guards, security guards of enterprises and institutions, the new mechanism has consolidated power of grass-root governance.
